/ 01 The challenge
In plain terms, the challenge was:
- High turnover in communications roles. The Synod had not had stable, long-term communications leadership. Frequent staff changes meant lost institutional memory, inconsistent voice, and stop-and-start initiatives.

Fragmented, “random” communications with no clear prioritization.
Messages were going out in many directions, from many sources, with little coordination. There was no shared system to decide:
- what gets communicated,
- when it goes out, and
- which audiences or channels are most important.

Lack of clarity on priorities, information flow, and structure.
There was no agreed-upon framework for:
- what the Synod’s core communications priorities are,
- how information should move from congregations/ministries to the Synod and out again,
- who owns what (roles and responsibilities), and
- which channels exist and how they should be used.
So the mandate for Tic Tac Toe Marketing was essentially to move the Synod from ad-hoc, person-dependent communication to a stable, prioritized, and clearly structured communications system that can survive staff changes and serve the Synod’s mission more effectively.
